Yes, but we don't know if that information is actually communicated with the other player when you register Friend Codes. Lacking that, the numeric value of the Friend Code itself is the only information we know for sure the game has to use as a seed. I also don't see a reason the 3DS system would need to save the initial settings for birthday and region (instead of just the current ones).I'm not saying it isn't (because, well, we don't know), I'm just playing the KISS card.
